E-PRAGMATIC
mrežo sestavlja trinajst partnerjev in trije pridruženi partnerji iz sedmih evropskih držav. V mreži so zastopane tako izobraževalne ustanove, zbornice, podjetja in večja združenja podjetij. Glavni cilj mreže je posodobitev oziroma uvedba strokovnega izobraževanja zaposlenih odraslih na področju mehatronike in sorodnih tehničnih ved tako, da se bodo posodobile vsebine in metode internega izobraževanja industrijskih partnerjev. Najnovejše znanje in učne metode bodo na ta način prenešene neposredno iz izobraževalnih ustanov v industrijsko okolje. Del mreže bo tudi E-PRAGMATIC skupnost strokovnjakov namenjena izmenjavi znanja in informacij med vsemi člani mreže in tudi zunanjimi strokovnjaki.

E-PRAGMATIC network E-PRAGMATIC network is an association of 13 regular and 3 associated partners from seven European countries. The network’s main goal is to modernize mechatronics/engineering vocational training of professionals from industry, by enhancing in-company training methods.
Modern educational methods and ICT technologies will be implemented to develop a completely distance training. High quality teaching materials and remote access to the mechatronic devices, for practical work, will be provided within a multilingual learning portal. The learning modules that offer basic knowledge, specialised knowledge and the knowledge from alternative technologies will be prepared. Pilot training will be executed.
In E-PRAGMATIC Community of professionals, established within a portal, the knowledge, information and expertise will be shared between the network’s members and other stakeholders, which will bring new dimensions in the cooperation between the education and industry. OZADJE PROJEKTA
Evropske raziskave kažejo, da je tehnološka 'hibridizacija', kjer sta elektronika in strojništvo združeni v novo interdiciplinarno vedo mehatronike, med osnovnimi gonili sprememb v elektro-mehanski industriji (EU poročilo:
New Skills and New Jobs, Skills in Electromechanical Engineering Sector, April 2009). Toda potrebe trga po formalno izobraženih strokovnjakih mehatronike v večini evropskih držav presegajo število razpoložljivih kadrov. Posledica tega je, da delovne naloge, ki zahtevajo mehatronsko znanje, pogosto opravljajo strokovnjaki iz elektrotehnike ali strojništva, ki nimajo potrebnega mehatronskega znanja.

Pomemben izziv evropskega trga dela je zagotoviti dodatno izobraževanje starejših delavcev, zlasti na področjih s tako hitrim tehnološkim napredkom, kot je mehatronika. Podatki kažejo, da se lahko delež delovne sile s srednjo kvalifikacijo do leta 2020 poveča kar za 36% v starostni skupini 55-59 let in celo za 62% v starostni skupini 60-64 let (CEDEFOP,
Future skills supply in Europe, Medium-term forecast up to 2020). Ta delovna sila bo potrebovala dodatno izobraževanje, da bo zmogla še naprej opravljati svoje delo. Toda podatki kažejo, da je udeležba odraslih strokovnjakov na dodatnem izobraževanju dosegla svoj vrh leta 2005 in se je nato med leti 2005 in 2008 rahlo zmanjšala na 9.6%. Glede na to najbrž ne bo mogoče izpolniti cilja Evropske Unije (EU) za leto 2010, ki predvideva 12.5% udeležbo odraslih v nadaljnjem izobraževanju (vir podatkov CEDEFOP, kot zgoraj). Posebej slabe razmere so v Sloveniji, Avstriji in Španiji. Tukaj je udeležba odraslih iz starostne skupine 55-64 let na dodatnem izobraževanju mnogo pod evropskim povprečjem (49.9%, 58.3%, 56.9% glede na povprečnih 70.7%).

Na drugi strani pa statistični podatki (EUROSTAT,
Education and training) kažejo, da kar 38% delodajalcev iz EU nudi svojim zaposlenim dodatno izobraževanje, večinoma v obliki internega izobraževanja. Takšno interno izobraževanje bi torej lahko predstavljalo učinkovit pristop tudi pri prenosu mehatronskega in sorodnega znanja neposredno iz izobraževalnih ustanov v industrijo z namenom dodatnega izobraževanja zaposlenih. Toda tudi tukaj statistično podatki razkrijejo nekatere težave. Vsi zaposleni se namreč internega izobraževanja ne udeležijo, četudi ga delodajalec nudi. 40% tistih, ki se ponujenega izobraževanja niso udeležili, je navedlo, da so bile vzrok neudeležbe družinske obveznosti. 39% jih je kot vzrok navedlo neusklajenost urnika izobraževanja z njihovim delovnim časom. Podoben položaj je bil potrjen tudi z neposrednimi pogovori pri industrijskih partnerjih E-PRAGMATIC mreže. Delodajalci so pogosto navedli tudi, da njihovo interno izobraževanje (v koliko sploh obstaja) ne izpolnjuje pričakovanj in zahtev glede vsebine, potrebnega časa in razmerja stroški/doprinos.

Opisane probleme bi lahko uspešno razrešila uvedba sodobnih, že uveljavljenih metod učenja na daljavo tudi v interna izobraževanja podjetij in organizacij. Takšno izobraževanje se lahko izvaja kjerkoli in ob kadarkoli, zato ga lahko zaposleni strokovnjaki izvajajo tako, da je prilagojen njihovim drugim obveznostim. Učinkovitost pristopa je bila dokazana že z Leonardo da Vinci projektom MERLAB (
LLP-LdV-TOI-2007-SI-16), v okviru katerega je v Sloveniji potekalo izobraževanje iz mehatronike na sodobnem učnem portalu. V okviru E-PRAGMATIC mreže bo ta koncept izobraževanja razširjen tudi na druge evropske države. Ustanovljena bo tudi mednarodna E-PRAGMATIC skupnost strokovnjakov, kar bo prineslo dodatne dimenzije v sodelovanje med izobraževalnimi ustanovami in industrijskimi partnerji.


OPIS PROJEKTA
E-PRAGMATIC mrežo sestavlja trinajst partnerjev in trije pridruženi partnerji iz sedmih evropskih držav. V mreži so zastopane tako izobraževalne ustanove, zbornice, podjetja in večja združenja podjetij. Glavni cilj mreže je posodobitev oziroma uvedba strokovnega izobraževanja zaposlenih odraslih na področju mehatronike in sorodnih tehničnih ved tako, da se bodo posodobile vsebine in metode internega izobraževanja industrijskih partnerjev. Najsodobnejša znanja in učne metode bodo na ta način prenešene neposredno iz izobraževalnih ustanov v industrijsko okolje. Del mreže bo tudi E-PRAGMATIC skupnost strokovnjakov namenjena izmenjavi znanja in informacij med vsemi člani mreže in ostalimi strokovnjaki.

Partnerji iz izobraževalnih ustanov bodo pripravili številne visokokvalitetne spletne izobraževalne module z oddaljenimi eksperimenti oziroma z dostopom do oddaljnih delovnih mest. Moduli bodo podajali tako osnovna kot tudi nekoliko bolj specifična znanja iz mehatronike in sorodnih področij in bodo na voljo znotraj sodobnega učnega portala za spletne tečaje eCampus
. Prav tako bodo pripravljeni učni moduli, ki bodo podajali nekatera znanja iz področja naprednih/alternativnih tehnologij in virov energije. Vsega skupaj bo na razpolago najmanj 18 učnih modulov, ki bodo vključevali možnost izvajanja oddaljenih eksperimentov in dela na oddaljenih delovnih postajah, opremljenih z najnovejšo industrijsko opremo priznanih proizvajalcev. Posebej za potrebe vsakega industrijskega partnerja bosta razvita po dva učna modula. Moduli bodo na razpolago v nacionalnih jezikih avtorjev posameznih modulov in v angleščini. Pilotsko izobraževanje bo izvedeno z najmanj 100 udeleženci, ki bodo iz vseh partnerskih držav. Vsi udeleženci si bodo lahko sestavili program izobraževanja prilagojen njihovim specifičnim potrebam, saj se bodo lahko udeležili izobraževanja v okviru kateregakoli izmed pripravljenih modulov. Potekalo bo tudi izobraževanje mentorjev, ki bodo vodili tečaje.

Delovanje E-PRAGMATIC mreže bo dvonivojsko. Prvi nivo sodelovanja bo sodelovanje v okviru delovnih parov. Takšni delovni pari so vzpostavljeni v Avstriji (P6 in P13), na Nizozemskem (P7/10 in P13), na Poljskem (P5 in P11), v Sloveniji (P1 in P8) in v Švici (AP14 in AP15). Vsak delovni par sestavljata izobraževalna inštitucija in partner iz industrije, ki je lahko podjetje ali industrijsko združenje. Partner iz izobraževalne ustanove bo razvil dva učna modula neposredno za potrebe svojega partnerja iz industrije v nacionalnem jeziku. Tudi izobraževanje se bo zraven v angleščini izvajalo tudi v nacionalnem jeziku. Drugi nivo sodelovanja bo mednarodno sodelovanje med vsemi člani E-PRAGMATIC mreže. Prav v ta namen bo ustanovljena že opisana E-PRAGMATIC skupnost strokovnjakov.


NAMENI IN CILJI PROJEKTA

Specifični cilji projekta so:
(1) Priprava poročila o analizi potreb. Potrebe glede znanja in spretnosti, ki se pričakujejo od strokovnjakov s srednjo izobrazbo na področju mehatronike in sorodnih ved, bodo določene in analizirane. V ta namen bodo pripravljeni vprašalniki, ki se bodo izvedli v industrijskih partnerjih mreže iz sedmih držav.

(2) Razvoj multimedijskih spletnih učnih vsebin. Pripravljenih bo vsaj 18 učnih modulov, ki bodo zraven učnih materialov vsebovali praktične naloge in/ali oddaljene eksperimente ter delo na oddaljenih delovnih postajah z industrijsko opremo.

(3) Vzpostavitev večjezičnega spletnega učnega portala z naslednjimi funkcijami: (a) predstavitev učnih materialov in povezava z oddaljenimi eksperimenti; (b) podpora aktivnostim E-PRAGMATIC skupnosti strokovnjakov; (c) vzpostavitev povezave z zunanjimi orodji in s socialnimi omrežji (Facebook, Twitter).

(4) Izvedba pilotskega izobraževanja z vsaj 100 udeleženci. Vsak udeleženec bo lahko izbiral med vsemi razpoložljivimi učnimi moduli. Izobraževanje bo potekalo v nacionalnih jezikih vključenih držav in v angleščini. Izvedeno bo tudi izobraževanje mentorjev, ki bodo izvajali spletno izobraževanje.

(5) E-PRAGMATIC skupnost stokovnjakov. Skupnost bo ustanovljena v okviru učnega portala, kjer bodo na razpolago vsa potrebna orodja. Zunanji strokovnjaki se bodo lahko aktivnostim skupnosti pridružili po brezplačni registraciji.

(6) Predstavitev projekta in njegovih rezultatov širši javnosti. Različni mediji, promocijski material in običanje metode širjenja informacij, že vzpostavljene na vseh projektnih partnerjih, bodo uporabljene za informiranje širše javnosti o ciljih, poteku in rezultatih projekta.

(7) Komercializacija produktov projekta. Po zaključenem projektu bodo lahko projektni produkti uporabljeni za interno izobraževanje na partnerjih iz industrije, kot tudi v ostalih podjetjih. Od morebitnih uporabnikov bo zahtevano manjše plačilo za vzdrževanje učnega portala in oddaljenih eksperimentov. Ponujena bo tudi možnost priprave nadaljnjih modulov in izvedba izobraževanja po povpraševanju.

The main network’s aim is to modernize mechatronics and engineering vocational training of the professionals by enhancing the existing, or establishing new, in-house training methods in the enterprises included in the network. Up-to-date practical knowledge and the modern educational methods will be brought directly from the educational institutions to the industry. Additionally, an E-PRAGMATIC Community of professionals for sharing the knowledge, information and expertise will be established and supported by all network’s members.

SUMMARY
E-PRAGMATIC network will enhance existing or establish new in-company training in the companies, from electro-mechanical respectively mechatronics field. The training will enable the employees, apprentices and trainees from the industry to acquire new professional skills and, consequently, to enhance their job performance. The training will be specially oriented toward older professionals, who, because of the fast technological progress, need to acquire new knowledge to be able to cope with increasing pretentiousness of their work.
Within a multifunctional and multilingual learning portal, a number of high quality practically oriented learning modules, with the remote access to training devices and the remote workplaces, will be prepared. The modules will deliver basic and advanced mechatronics/engineering knowledge, as well as knowledge related to alternative technologies such as photovoltaics and hybrid drives. At least 18 training modules will be available and two thirds of them will directly address the needs of industrial partners. All modules will be available in English and in the native languages of the module’s author. The training will be executed completely via internet, therefore it will not be time and place dependent, which especially suits the needs of employed professionals. Each training participant will be able to set his own training program by choosing any of the available modules. The pilot training, with at least 100 participants, will be carried out. Further, the training of the future teaching instructors from the industrial partners will be delivered.
E-PRAGMATIC network will operate on two levels. The closest cooperation will be established between the working pairs of partners from the same country, which will be established in Austria, the Nederland, Poland, Slovenia and also in Switzerland (by two associated partners). Each working pair is composed of one educational institution and one industrial partner. Partner from the educational institution will develop two training modules, specially suited to the needs of his working pair partner.
The second level of cooperation will be international in E-PRAGMATIC Community of professionals. Within the learning portal, a provided connectivity to the social networks will facilitate development of the community over the borders of the learning portal.


BACKGROUND
The European researches have shown that technological ‘hybridisation’, where electronics and mechanics are joined in the new interdisciplinary field mechatronics, is between the structural drivers of change in the electro-mechanical industry (EU report: New Skills and New Jobs, Skills in Electromechanical Engineering Sector, April 2009). However, a market demand, in the most European countries, exceeds the number of formally educated professionals. As a consequence, the jobs that would call for experts in mechatronics, are often occupied by the experts in the mechanical or electrical engineering, who do not have the appropriate knowledge of mechatronics.

Another important challenge in the European labour market is the education of adult professionals, especially the older ones, who are employed in those fields with a fast technological progress. Data shows, that the percentage of labour force with a medium qualification level until 2020, can increase for 36 % for the age group 55-59 and even for 62 % for the age group 60-64 (CEDEFOP, Future skills supply in Europe, Medium-term forecast up to 2020). Older workforce will need an additional education to keep up with the increasing demands of their jobs. However, the participation of adults in the education/training has reached the peak in 2005, and slightly decreased to 9.6 % between 2005 and 2008. As a consequence, it seems that the EU 2010 target, of 12.5 % of participation of the adult working force in the education and training, will not be achieved (CEDEFOP as above). This is especially the case in Slovenia, Austria and in Spain, where the participation rate in the job related non-formal education, for age group 55-64, is much below the EU average (49.9 %, 58.3 %, 56.9 % versus the average 70.7 %).

On the other side, the statistical data (EUROSTAT, Education and training) show that as much as 38 % of EU employers provide a non-formal education to their employees, mostly in the form of in-company training. Such in-company training can therefore be an efficient method to transfer mechatronics knowledge from the educational institution directly to the employed professionals in industry. However, another statistical data reveals some problems. Not all employees participate in the in-company training, even when it is provided. 40 % of non-participants have stated that they did not have time because of family responsibilities and 39 % stated that the training conflicted with their work schedule. Similar situation was also confirmed in the direct interviews with some E-PRAGMATIC network’s members from industry. It was reported in the interviews, that the in-house training is mostly not efficient enough, in relation to the content, the time and the cost/benefit ratio, or simply that such training does not exist at all.

The modern, distance E-learning methods, where the complete training is executed via internet, can efficiently serve for the training of the professionals from the industry and efficiently solve above described problems. Since such distance training is not time and place dependent, it can be easier to fit them into the schedule of employed professionals. The efficiency of this approach, for employed professionals, was already tested and proven within the MERLAB project (LLP-LdV-TOI-2007-SI-16). Within the project, the professionals from Slovenian industry were educated from basich of mechatronics. Training was offered in the eCampus learning portal�and included four learning modules with remote experiments. The training yielded very good results and completely fulfilled all its goals. E-PRAGMATIC will improve and extend this concept to seven European countries. Further, an E-pragmatic community of professionals will be established and supported, which will bring another dimensions in the cooperation between the educational institutions and the industry in the mechatronics/engineering field.

AIMS AND OBJECTIVES
E-PRAGMATIC project complies all three objectives of Leonardo da Vinci program. Concrete project aims are:

(1) Preparation of the needs analysis reports: The needs concerning the knowledge and skill in mechatronics and related engineering fields will be determined in a number of enterprises and associations of enterprises in seven European countries (six EU countries and Switzerland).

(2) Development of the multimedia, interactive e-learning contents: At least 18 learning modules, with practical tasks and/or remote experiments, will be developed and arranged into the modern interactive multimedia e-materials by using the state-of-the-art ICT technology.

(3) Implementation of the multi language e-learning portal in order to: (a) deliver e-materials and tools for distance training with remote experiments/remote workstations; (b) provide the space for the E-PRAGMATIC Community of professionals; (c) to facilitate connectivity to the external tools and the networks, including social networks (Facebook, Twitter).

(4) Pilot training, with at least 100 participants, will be delivered. Each training participant will be able to choose between all available modules and set hers/his individual training program. The training of teaching instructors will also be conducted.

(5) E-PRAGMATIC Community of professionals: Open international Community will be integrated with the learning portal in order to enhance the learning and to promote cooperation between industrial and educational partners as well as other stakeholders. Also other stakeholders, who are not part of the E-PRAGMATIC network, will have, after free registration, an access to community environment for the communication, sharing of ideas, knowledge and experience with other professionals.

(6) Recognition of the project and its results: Different types of media and the existing partners’ communication networks will be used to inform other stakeholders and wider public about the project and its results.

(7) Commercialization of the project products: After the end of the project, the developed products will also be offered to other enterprises. Small fee will be required from possible users that will fund maintenance of the portal and the remote experiments/remote workstations, after the project lifetime. The development of future modules and the execution of learning modules on demand will be offered.
